The top cover is a regular First Day Cover (The colors are the same but were scanned on different scanners and the colors appear to be different). Someone has glued a Scout badge onto the cover for some strange reason. If the badge were printed on the cover it would be more collectible. Also see 24 November 2012 for another Scout cover with a glued on badge.

Privately produced Coins First Day Covers
The following covers were purchased from Indian dealers and all turned out to have forged cancellations on them. It is believed they were produced by Mr. Kamrul, in Dhaka, Bangladesh, and sold to Indian dealers who would not know they were not genuine. Unfortunately, the cachets are well done and they are attractive items.
This is the genuine cancellation. Notice the position of the date in English on the bottom right under the black central image. It is evenly spaced around the image.
Notice the position of the date in the forged cancellation. The spacing is crooked, the letters and numbers are not in the same alignment as on the genuine cancellation, and the printing not as clear. The most telling feature is that there are no stars outside the ring separating the Bangla from the English text.
